I have also arranged that on taking out a letter of credit an advance will be made calculated at the rate of the estimated probable disbursement for each Emigrant shipped; and should any further funds be required for Emigration purposes Mr Sampson has been informed that they will be forthcoming upon his furnishing explanation of the circumstances under which such further advance is necessary.
I have directed Mr Sampson to sell the property at Swatow belonging to British Guiana, but the Amoy property being let (and the Emigration Agency thus relieved of the expense) I have reserved, in order that Mr Fitzgibbon may be afforded an opportunity of taking it over when in England.
Mr Fitzgibbon is to be beard of Messrs Matheson & Co.
I trust Your Grace will approve the steps that have been taken in this matter.
I have the honor to be,
My Lord Duke,
Your Grace's, Most Obedient Servant,
